Laskey's Narrative:

This medal was struck by order of the French government, for the purpose of commemorating the event of laying the foundation stone of a new Quay at Paris, to be called le Quai Desaix. It was begun by the engineer Lamande, and is situated nearly opposite le Quai de la Megisserie, between the bridge of Notre Dame and the Pont au Change.
