Vern's Comments:

Actually there are a couple of problems with this identification. I first identified this as #48 but the reverse is clearly a variant of #47 (the variant being the misspelling of FREEDOM on this example). The obverse is also closer to #47 since the figure 2's are not reversed as mentioned on #48.
